In 1997, the British Crown Colony Hong Kong has become part of the People's Republic of China — the majority of its citizens were not eligible to live in England despite their British Passports. Those who preferred a second passport to mere trust in the new authorities bought one in these countries. Minimum investments start at 25,000 — a US passport was most expensive and difficult to obtain.
