Countries with "prison bars" of varying densities have the highest prison populations per capita. There are four grades: >500 per 100,000 people, >400, >300, and >200, as delineated by the red numbers pointing to each country. Tropical islands states compete with the US for the highest rank.

The countries outlined have the highest prison populations per capita.  The density of each countries' 'prison bars' corresponds to the number of prisoners per capita.  The lowest grade is 200-300, the next 301-500, and the most dense are the five countries with over 500 prisoners per 100,000 people: Rwanda, Russia, Georgia, Seychelles, and the United States.
