Trains required a unified sense of time and radio signals made it possible. But it was the internet that required and enabled precise time stamping.
Time zones are manipulated for all kinds of reasons: Samoa shifted its time zone so it would be the first country to enter the new year and bring new year tourism to the archipelago. It lost a day, Dec 30th 2011, when the shift occurred.
Russia changed the clocks in the annexed Ukrainian areas to Moscow time in 2022 and 2023. That's not reflected on the globe shown here.
